Annual Service Fees

Annual fees apply to early childhood education and care services in NSW.

Services covered by the National Quality Framework ('In scope' services)

These services include: long day care, family day care, preschools, and outside school hours care.

The Education and Care Services National Regulations set the fees for children's education and care services under the National Quality Framework.  In accordance with the regulations, ACECQA indexes these fees before 1 July each year.  A schedule of current fees can be accessed at http://www.acecqa.gov.au/indexation-of-fees

Invoices for annual service fees are sent to approved providers on 1 June and are due to be paid on or before 1 July each year.

Payment can be made via BPAY (please refer to your invoice for details) or by credit card through the secure portal at http://www.acecqa.gov.au/national-quality-agenda-it-system. There is also a quick link for credit card payments on your invoice.

If you transfer service ownership around that time of year, you should make arrangements for paying the fee as part of the transfer arrangement with the new provider. The person responsible for the payment is the approved provider who owns the service on 1 July. 

Overdue invoices will incur a late fee and in some cases may result in the suspension of a service approval.

Services not covered by the National Quality Framework ('Out of scope' services)


These services include mobile, occasional care, home-based services and 'budget based funded' services.

New service approval applications

An application for a new service approval for an 'out of scope' service must be accompanied by an application fee and the annual fee for the first year of the approval.

A new application applies to a service that does not have a current service approval. It does not apply to an approved service that is changing ownership.

Existing services

Approved providers are required to pay, in advance, an annual fee for each year in which the service approval is held. Each year begins on the anniversary date on which the service approval was first granted.

Invoices for annual service fees will be sent to approved providers approximately 4 weeks prior to the service approval anniversary date.  The current fees for 'out of scope' services are listed below. 

Payment can be made via BPAY or by credit card by completing the credit card slip attached to your invoice (please refer to your invoice for details).

Failure to pay the prescribed annual fee by the due date may result in the suspension of a service approval.
