Stronger rules for early childhood education

Families in NSW will benefit from stronger oversight of Family Day Care services and improvements to early childhood education laws, following new national rules adopted by the NSW government.

NSW Minister for Early Childhood Education Sarah Mitchell said the changes to the standards would help ensure young children received a higher quality of care.

"I welcome these improvements which should give families greater confidence in the quality of care and education provided to their children," Mrs Mitchell said.

"Regulatory oversight will be improved and unnecessary red tape reduced for approved providers. Importantly, these changes will strengthen oversight and regulatory activity in the Family Day Care sector.

"The NSW government is fully committed to supporting providers to deliver quality care that working parents and carers can rely on."

Families, communities and industry sector representatives were consulted during the review of the National Quality Agenda for Early Childhood Education and Care, which began in 2014.

Key changes to the Education and Care Services National Law and National Regulations include:

  • improved oversight of services and support within Family Day Care to strengthen compliance and quality;

  • revised National Quality Standard with clearer language and a simplified system of stipulated elements and standards (commencing 1 February 2018);

  • introduction of a national educator to child ratio of 1:15 for services providing education and care to school age children.

The changes will come into effect progressively from 1 October 2017 in all states and territories, except in Western Australia where they will be implemented by 1 October 2018, and there will be a transition period for some changes to allow services time to adjust.
